Putin skips out on talks with Ukraine

After suggesting direct talks with Ukraine for the first time since the start of the war, Russian President Vladimir Putin on Thursday decided to send a delegation to meet with Ukrainian officials in Turkey on Friday, severely lowering hopes of advancing ceasefire negotiations.
