European leaders fall short of ‘reassurance force’ agreement

Gathered to discuss security measures for Ukraine in a potential ceasefire with Russia on Thursday, Ukraine’s European allies showed unity on the continuation of Russian sanctions, but remained divided by the idea of sending French and UK boots to Ukraine to enforce a truce.
