A federal court has temporarily blocked a multibillion-dollar spending freeze enacted by the Trump administration that would have affected a vast range of programmes. Democrats condemned the freeze, describing it as unconstitutional, and saying it would have withdrawn funding from scientific research and charities and would have plunged the country into chaos.
